با یادآوری قطعنامه‌های ۵۹۸ (۱۹۸۷) ۲۰ ژوئیه ۱۹۸۷، ۶۱۹ (۱۹۸۸) ۹ اوت ۱۹۸۸، ۶۳۱ (۱۹۸۹) ۸ فوریه ۱۹۸۹، ۶۴۲ (۱۹۸۹) ۲۹ سپتامبر ۱۹۸۹، ۶۵۱ (۱۹۹۰) ۲۹ مارس ۱۹۹۰ و ۶۷۱ (۱۹۹۰) ۲۷ سپتامبر ۱۹۹۰،
با توجه به گزارش ۲۳ نوامبر ۱۹۹۰ دبیرکل درباره گروه ناظر نظامی سازمان ملل متحد بر ایران و عراق، و توجه به مشاهدات بیان شده در آن،
۱. تصمیم به تمدید مأموریت گروه ناظر نظامی سازمان ملل متحد بر ایران و عراق برای یک دوره بعدی دوماهه، یعنی تا ۳۱ ژانویه ۱۹۹۱، طبق توصیه دبیر کل می‌گیرد؛
۲. از دبیر کل درخواست می‌کند که در طول ژانویه ۱۹۹۱، گزارشی در مورد مشورت های بیشتر او با طرفها درباره آینده گروه ناظر نظامی، همراه با توصیه های خود در این زمینه تقدیم نماید.
Decision
At its 2961st meeting, on 28 November 1990, the Council decided to invite the representatives of the Islamic Republic of Iran and Iraq to participate, without vote, in the discussion of the item entitled “The situation between Iran and Iraq: report of the Secretary-General on the United Nations Iran-Iraq Military Observer Group (S/۲۱۹۶۰)”.

The Security Council,
Recalling its resolutions 598 (۱۹۸۷) of 20 July 1987, ۶۱۹ (۱۹۸۸) of 9 August 1988, ۶۳۱ (۱۹۸۹) of 8 February 1989, ۶۴۲ (۱۹۸۹) of 29 September 1989, ۶۵۱ (۱۹۹۰) of 29 March 1990 and 671 (۱۹۹۰) of 27 September 1990,
Having considered the report of the Secretary-General on the United Nations Iran-Iraq Military Observer Group of 23 November 1990 and taking note of the observations expressed therein,
۱. Decides to extend the mandate of the United Nations Iran-Iraq Military Observer Group for a further period of two months, that is, until 31 January 1991, as recommended by the Secretary-General;
۲. Requests the Secretary-General to submit, during January 1991, a report on his further consultations with the parties about the future of the Military Observer Group, together with his recommendations on this matter.
