قطعنامه ۱۹۸۴ شورای امنیت سازمان ملل متحد

شورای امنیت

با یادآوری قطعنامه‌های مرتبط قبلی خود از جمله ۱۶۹۶ (۲۰۰۶)، ۱۷۳۷ (۲۰۰۶)، ۱۷۴۷ (۲۰۰۷)، ۱۸۰۳ (۲۰۰۸)، ۱۸۳۵ (۲۰۰۸) و ۱۸۸۷ (۲۰۰۹)، ۱۹۲۹ (۲۰۱۰) و بیانیه ۲۰ مارس ۲۰۰۶ رئیس شورا و تایید مجدد مفاد آنها؛

با یادآوری پنل کارشناسان طبق بند ۲۹ قطعنامه ۱۹۲۹ تحت هدایت کمیته تحریم و به منظور انجام وظایف محوله به آن طبق بند مذکور؛

با یادآوری گزارش موقت ۹ فوریه ۲۰۱۱ پنل کارشناسان که متعاقب بند ۲۹ قطعنامه ۱۹۲۹ و گزارش نهایی ۷ مه ۲۰۱۱ پنل و توسط آن تشکیل شده است؛

با یادآوری استانداردهای متدولوژیک برای تهیه گزارش‌های مربوط به مکانیسم‌های نظارتی بر تحریم‌ها که در گزارش گروه کاری غیررسمی شورای امنیت تحت عنوان موضوعات عمومی مربوط به تحریم‌ها (S/2006/997) آمده است؛

با خاطر نشان ساختن اهمیت توصیه‌ها، تجزیه و تحلیل و ارزیابی‌های مستقل، معتبر و مبتنی بر واقعیات بر طبق ماموریت پنل کارشناسان؛

با اذعان به این که اشاعه سلاح‌های کشتار جمعی و وسایل پرتاب آن‌ها، همچنان تهدید برای صلح و امنیت بین‌المللی خواهد بود؛

و با اقدام بر اساس ماده ۴۱ فصل هفتم منشور ملل متحد:

۱. تصمیم می‌گیرد تا ماموریت پنل کارشناسان را آن گونه که در بند ۲۹ قطعنامه ۱۹۲۹ آمده است، تا ۹ ژوئن ۲۰۱۲ تمدید نماید و از دبیر کل می‌خواهد تا اقدامات اداری لازم را در این خصوص انجام دهد.

۲. از پنل کارشناسان می‌خواهد تا قبل از ۹ نوامبر ۲۰۱۱ گزارشی را در خصوص کار خود به کمیته تحریم ارائه نماید و همچنین می‌خواهد که بعد از بحث و بررسی با کمیته، پانل کارشناسان گزارش خود را تا ۹ دسامبر ۲۰۱۱ به کمیته ارائه دهد و همچنین از پانل می‌خواهد تا گزارش نهایی خود را تا ۳۰ روز قبل از خاتمه ماموریت آن به همراه یافته‌ها و توصیه‌هایش به کمیته ارائه نماید و همچنین از آن می‌خواهد تا بعد از بحث و بررسی در کمیته، پنل کارشناسان گزارش نهایی خود را با خاتمه ماموریت پنل به شورای امنیت ارائه نماید.

۳. از پنل کارشناسان می‌خواهد تا برنامه کاری خود را تا ۳۰ روز بعد از انتصاب اعضای پنل به کمیته ارائه نماید و کمیته را تشویق می‌نماید تا در جلسات منظم خود این برنامه کاری را مد نظر قرار دهد و همچنین از پانل می‌خواهد تا هر گونه تغییرات جدید در برنامه کاری را به اطلاع کمیته نیز برساند.

۴. از تمامی کشورهای عضو سازمان ملل، ارگان‌های ذی‌ربط سازمان ملل و دیگر نهادهای ذی‌نفع می‌خواهد تا کاملاً با کمیته تحریم که طبق قطعنامه ۱۷۳۷ ایجاد شده و همچنین پانل کارشناسان به ویژه با تامین هر نوع اطلاعات در دسترس خود در خصوص اجرای اقدامات مقرر شده در قطعنامه‌های ۱۷۳۷، ۱۷۴۷، ۱۸۰۳ و ۱۹۲۹ همکاری نمایند.

۵. تصمیم می‌گیرد تا موضوع را فعالانه همچنان در دستور کار خود نگه دارد.

The Security Council, Recalling its previous relevant resolutions, including resolution 1696 (2006), resolution 1737 (2006), resolution 1747 (2007), resolution 1803 (2008), 1835 (2008), 1887 (2009), and 1929 (2010), as well as the statement of its President of 29 March 2006 (S/PRST/2006/15) and reaffirming their provisions, Recalling the creation, pursuant to paragraph 29 of resolution 1929 (2010), of a Panel of Experts, under the direction of the Committee, to carry out the tasks provided for by that paragraph, Recalling the 9 February 2011 interim report by the Panel of Experts appointed by the Secretary-General pursuant to paragraph 29 of resolution 1929 (2010) and the 7 May 2011 final report by the Panel, Recalling the methodological standards for reports of sanctions monitoring mechanisms contained in the Report of the Informal Working Group of the Security Council on General Issues of Sanctions (S/2006/997), Noting, in that regard, the importance of credible, fact-based, independent assessments, analysis, and recommendations, in accordance with the Panel of Experts’ mandate, Determining that proliferation of weapons of mass destruction, as well as their means of delivery, continues to constitute a threat to international peace and security, Acting under Article 41 of Chapter VII of the Charter of the United Nations, 1. Decides to extend until 9 June 2012 the mandate of the Panel of Experts, as specified in paragraph 29 of resolution 1929 (2010), and requests the SecretaryGeneral to take the necessary administrative measures to this effect; 2. Requests the Panel of Experts to provide to the Committee no later than 9 November 2011 a midterm report on its work, and further requests that, after a discussion with the Committee, the Panel of Experts submit to the Council its midterm report by 9 December 2011, and requests also a final report to the Committee no later than thirty days prior to the termination of its mandate with its S/RES/1984 (2011) 2 11-36966 findings and recommendations, and further requests that, after a discussion with the Committee, the Panel of Experts submit to the Council its final report upon termination of the Panel’s mandate; 3. Requests the Panel of Experts to provide to the Committee a planned program of work no later than thirty days after the Panel’s appointment, encourages the Committee to engage in regular discussions about this program of work, and further requests the Panel of Experts to provide to the Committee any updates to this program of work; 4. Urges all States, relevant United Nations bodies and other interested parties, to cooperate fully with the Committee established pursuant to resolution 1737 (2006) and the Panel of Experts, in particular by supplying any information at their disposal on the implementation of the measures imposed by resolution 1737 (2006), resolution 1747 (2007), resolution 1803 (2008), and resolution 1929 (2010); 5. Decides to remain actively seized of the matter.
