AN ACT

To promote the better understanding of the United States among the peoples of the world and to strengthen cooperative international relations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the “U.S. Information and Educational Exchange Act of 1948.”

SECTION 2. DECLARATION OF PURPOSE

The Congress hereby declares that it is the policy of the United States to promote a better understanding of the United States among the peoples of the world and to strengthen cooperative international relations through educational and cultural exchanges.

SECTION 3. AUTHORIZATION

The Secretary of State is authorized, when he considers that it would strengthen international cooperative relations, to provide for—

1. an information service to disseminate abroad information about the United States, its people, and its policies;
2. the interchange of persons, knowledge, and skills;
3. the preparation, dissemination, and use abroad of information, films, publications, and radio programs.

SECTION 4. LIMITATION

No program material prepared by the United States Information Agency shall be disseminated within the United States.

SECTION 5. APPROPRIATIONS

There are authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act.

“The Secretary of State and the Broadcasting Board of Governors are authorized to make available, upon request, program material prepared for dissemination abroad pursuant to this Act.”
